The inner harbor is pretty cool to walk around. Apparently though Baltimore is not a great place outside of the inner harbor. But I never left.
There lots of tours that can be taken of ships and what not.
Good thing I am 21
This is Katie, she was so hating her job but was very nice when she gave me three free beers because people ordered them and then left the bar.

There is so much more to Baltimore than the harbor.
I would say there are probably more tourists than locals at the harbor in the summer months.
As for some other sections of town......
There is a good reason they filmed Homicide and The Wire in Baltimore.
